Request for Qualifications and Proposals

READI 2.0 Grant Administration Services


The Posey County Regional Sewer District (“District”) is seeking qualifications and

proposals from qualified firms or individuals to provide grant administration services for the

District’s housing and infrastructure project along Highway 62 in Posey County, Indiana.

The District intends to procure these services through this combined Request for

Qualifications and Proposals (“RFQ/RFP”) process as a service procurement, consistent

with Indiana Code (“IC”) 5-22-6, any applicable District procurement policies or

procedures, and grant documentation requirements. The District will document the

procurement method used, outreach or advertisement conducted, responses received,

evaluation criteria, selection rationale, approval action, and executed agreement.

The project includes up to $5,000,000 in funding through the Indiana Economic

Development Corporation’s (“IEDC”) Regional Economic Acceleration and Development

Initiative 2.0 (“READI 2.0”), with regional implementation through the Southwest Indiana

Regional Development Authority (“SWIRDA”) and the Evansville Regional Economic

Partnership (“E-REP”), subject to applicable approvals and agreements. The overall project

is estimated at approximately $21.0 million and will modernize and expand sanitary sewer

service along the Highway 62 corridor. The project is expected to connect approximately

145 existing residential customers and Marrs Elementary School to a reliable sewer

network, replace outdated septic systems, support a master-planned residential

development of approximately 200-300 new homes, and enable future commercial and

industrial development. The project’s identified key performance indicator is housing units

developed.

Scope of Services

The selected grant administrator will assist the District with administration of its READI 2.0

funding, with a primary focus on preparing reimbursement claim packages and supporting

documentation for submission to E-REP, SWIRDA, IEDC, and/or the applicable grants

management system, as required. The selected grant administrator should be available

through completion of reimbursement submissions and closeout, currently expected no

later than Q3 2028 unless otherwise required by the applicable funding agreements.


Services may include, but are not limited to:

1. Establishing a grant file structure, reimbursement checklist, claim calendar, and cost-tracking process for the project.

2. Preparing and submitting reimbursement claim packages.

3. Reviewing invoices, pay applications, proof of payment, contracts, and supporting

documentation for completeness.

4. Tracking READI-eligible costs, match sources, project budget, and remaining grant balance.

5. Coordinating with the District, project engineer, contractors, legal counsel, E-REP, SWIRDA, IEDC, and other project partners as needed.

6. Maintaining organized, audit-ready grant files for reimbursement, procurement documentation, reporting, and closeout.

7. Assisting with documentation of READI-funded sewer project outcomes, including information reasonably available to the District that supports required READI 2.0 reporting.

8. Responding to reasonable requests for additional documentation or clarification from the

District, E-REP, SWIRDA, IEDC, or other reviewing entities.


READI 2.0 funds are subject to state/local oversight and audit review. The selected grant

administrator will support the District in maintaining required procurement, contract, invoice,

payment, reimbursement, reporting, and closeout documentation, including documentation of the procurement policy followed for READI-funded costs.


The selected grant administrator will review project documentation for reimbursement and

compliance-support purposes only and will not conduct project bidding or procurement, certify construction quantities, approve contractor payment, provide legal advice, or make eligibility determinations reserved to the District or funding entities.


Procurement Process

The District intends to use the following process:


  • Issue this RFQ/RFP publicly, directly to qualified firms, or both, in a manner intended to

generate qualified responses and document cost reasonableness.

  • Receive written responses by the stated deadline.

  • Review responses for qualifications, relevant experience, approach, capacity, and

cost reasonableness.

  • Prepare or retain a written selection memo documenting the evaluation and

selection rationale.

  • Authorize selection through appropriate District action.

  • Enter into a written agreement with the selected respondent, subject to applicable

READI 2.0 approvals, funding agreements, and District authorization.

  • Retain the RFQ/RFP, outreach or advertisement records, responses received,

evaluation materials, selection memo, approval action, and executed agreement in

the project file.


The District reserves the right to request clarification, conduct interviews, negotiate scope

and fees, reject any or all responses, waive informalities, and select the respondent

deemed most qualified and advantageous to the District. The District is not required to

select the lowest-cost proposal.


Requested Qualifications

Respondents should demonstrate experience with:

  • Grant administration for public infrastructure, utility, sewer, wastewater, housing supportive infrastructure, or similar projects.

  •  Reimbursement-based state, federal, or locally administered grant programs.

  • Construction-related invoice, pay application, and proof-of-payment documentation.

  • Procurement documentation and audit-ready file management.

  • Coordination with public entities, engineers, contractors, attorneys, fiscal officers, and funding agencies.

  • Indiana public-sector grant or infrastructure funding programs.

  • READI, CDBG, OCRA, EDA, SRF, USDA, or similar grant-funded infrastructure programs, preferred but not required.

Proposal Requirements

Responses should include:

  • Firm or individual name, address, and primary contact.

  • Summary of qualifications and relevant experience.

  • Description of similar grant administration or reimbursement-based projects.

  • Proposed approach to managing READI 2.0 reimbursement claims, supporting

documentation, and compliance files.

  • Identification of key personnel and their roles.

  • Proposed availability and capacity to begin work promptly.

  • Proposed fee structure, including hourly rates, fixed fees, monthly fees, reimbursable expenses, and any other proposed billing terms. Grant administration costs are expected to be paid from non-READI sources.

  • At least three references for similar work.

  • Disclosure of any actual or potential conflicts of interest.

  • Responses must be signed by an individual authorized to bind the respondent.

Evaluation Criteria

The District may evaluate responses based on:

  • Relevant grant administration experience.

  • Experience with reimbursement-based infrastructure funding.

  • Understanding of READI 2.0 documentation, procurement, reporting, and audit readiness

expectations.

  • Demonstrated ability to coordinate with public entities, engineers, contractors, and

funding agencies.

  • Capacity to begin work promptly and provide timely support through the project period.

  • Quality and clarity of proposed approach.

  • Cost reasonableness.

  • References and past performance.

  • Overall responsiveness to this RFQ/RFP.

Responses will be opened by the District Board during the District’s meeting on Thursday,

June 25, 2026, at 8:00 a.m. Central Time, at the Hovey House meeting room, 330 Walnut

Street, Mt. Vernon, IN 47620.

Reservation of Rights

The District reserves the right to reject any or all responses, waive informalities or

irregularities, request clarification or additional information, negotiate with one or more

respondents, and select the respondent deemed most qualified and advantageous to the

District. The District is not obligated to select the lowest-cost proposal.

Selection and contract execution may be subject to completion of applicable READI 2.0

approvals, funding agreements, and District authorization.
